Yaroshenko believes that no deputy or minister acts independently. The political analyst links Kuivashev's case to high-profile cases, including that of former Transport Minister and ex-Governor of Kursk Oblast Roman Starovoit.
He mentions that the housing and utility sector is underfunded, yet large amounts of money are regularly allocated there.
"Everything happening fits into a model that can conditionally be called the 'Starovoit syndrome': when after the resignation of a governor, a domino effect begins—arrests, testimonies, disclosures, and the entire regional vertical collapses like a house of cards. This is confirmed both by the Kursk case and, possibly, Sverdlovsk now. Ministers and governors who are unable to control and prevent corruption under their noses," Yaroshenko told Tsargrad.
In his opinion, a new phase will begin after Smirnov's release. If his testimonies form the basis of a case against Kuivashev, it could become one of the most high-profile regional corruption cases in recent years, writes EAN.
