      Regional waste collection operator JSC "Spetsavtobaza" was fined 400,000 rubles following a prosecutorial inspection for violating the operating procedures of the "Severny" municipal solid waste landfill (Verkhnyaya Pyshma), the Sverdlovsk Region prosecutor's office reported on Friday.

      The Sverdlovsk Interdistrict Environmental Prosecutor's Office conducted an inspection of the regional operator's compliance with federal law requirements in operating the landfill.

      It was found that at the landfill, contrary to federal law requirements, there is no system for collecting and removing biogas. In addition, the landfill is not being filled by alternating layers of waste, soil and insulating material using drainage pipes. Interceptor bypass channels that divert surface (storm) runoff are overflowing with waste and leachate.

      The regional operator was fined under part 4 of Article 6.35 of the Code of Administrative Offenses of the Russian Federation (failure to comply with sanitary and epidemiological requirements for the placement of production and consumption waste) in the amount of 400,000 rubles. A directive was issued to the head of JSC "Spetsavtobaza" to eliminate the violations.
