As of January 20, 2026, the rules for crossing the Russian border for children under 14 will change.
As of January 20, 2026, new requirements of the "Procedure for Exit from the Russian Federation and Entry into the Russian Federation" will come into force.
A birth certificate has been removed from the list of documents valid for crossing the state border of the Russian Federation by Russian citizens under 14 years of age.
This means that for trips to the republics — Abkhazia, Belarus, South Ossetia, Kazakhstan, and the Kyrgyz Republic — a child will need an international passport.
Children who have already left using a birth certificate before that date will be able to return home on it.
If you are planning a summer holiday with a child under 14 in one of the above-mentioned republics, obtain an international passport in advance — at least one month beforehand. This can be done via Gosuslugi, at MFCs, at territorial migration divisions of the Ministry of Internal Affairs in Russia, and at consular offices abroad.
