In Asbest, a woman hurrying to cross the road was hit and killed.

      The circumstances of the deadly hit-and-run of a pedestrian, which occurred on Friday, January 23 in Asbest, are being established by officers of the State Traffic Inspectorate, the regional department reports.

      According to preliminary data, at 14:20 at the uncontrolled intersection of Nekrasov and Moskovskaya streets the driver of a Ford Focus struck a 58-year-old local resident who was crossing the roadway along the line of the sidewalk. The pedestrian died at the scene from her injuries.

      A sobriety test showed that the driver, a 38-year-old resident of Asbest, was sober. Over 15 years of driving experience he had been held administratively liable 23 times for traffic violations.

      As the driver explained, he noticed the woman when she began to step onto the roadway at a brisk pace. The driver sounded his horn, but the pedestrian sped up, as a result of which she was struck by the vehicle’s left front portion.

      An investigation into the accident is currently underway to establish the full circumstances of what happened.

      During an inspection of the site, road supervision state inspectors identified deficiencies in the maintenance of the street and road network: winter slipperiness in the form of compacted snow on the roadway and the absence of necessary road signs in the intersection area.

      On this basis a ruling has been issued to initiate an administrative offense case against the organization responsible for road maintenance under Article 12.34 of the Code of Administrative Offenses of the Russian Federation (Failure to comply with requirements to ensure road traffic safety during construction, reconstruction, repair and maintenance of roads, railway crossings or other road structures — note by Uralweb). It provides for a fine on legal entities ranging from 400,000 to 500,000 rubles.
