The authorities of Yekaterinburg were dissatisfied with the condition of the bomb shelters.
In Yekaterinburg, some bomb shelters remain in unsatisfactory condition, and federal facilities have still not been put in order, despite court rulings. This issue was discussed by the city council deputies at a meeting dedicated to the budget adjustment for 2026.
The problem was raised by deputy Mikhail Vechenkzin, who spoke about an abandoned bomb shelter in the Koltsovo microdistrict. According to him, the facility has not been used for its intended purpose for about 20 years and during this time has repeatedly become a dump and a place for homeless people.
As reported by "Signal Ural," the deputy noted that the topic of shelters is raising more and more questions among residents against the backdrop of reports of missile threats that the region's residents periodically receive.
The head of the municipal property management department, Maya Strochkova, explained that the shelter in Koltsovo is federally owned and falls under the jurisdiction of the territorial management of Rosimushchestvo. According to her, this is just one of more than 400 similar facilities under the agency's purview.
— For most of them, the prosecutor's office has obtained court rulings to bring the facilities into compliance. However, there are no significant results yet, — Strochkova reported.
Yekaterinburg prosecutor Igor Korelov confirmed that court rulings on these facilities have indeed been issued. The responsibility to bring the shelters into order lies with the federal agency, but no information has yet been received regarding the fulfillment of these requirements. Enforcement of the rulings should be monitored by bailiffs.
The city hall also reported on the condition of municipal protective structures. Currently, 46 facilities have been reclassified as shelters. There are 21 full-fledged bomb shelters left in the city: sixteen are located in residential buildings, and three are in schools. By the end of the year, the city authorities plan to carry out work to bring these facilities into compliance.
At the same time, in most cases, this involves reclassifying bomb shelters into a simpler category of shelters. This decision has already been approved by the Ministry of Public Safety of the Sverdlovsk Region and is awaiting approval from the Ministry of Emergency Situations.
