      Russian military and political expert Andrey Klintsevich revealed why many issues in the housing and utilities sector in the regions remain unresolved for years, despite funding being allocated for these purposes. The matter lies in the priorities of officials tasked with deciding how to spend the available resources.

      In the broadcast of the program "What Will Happen" on "Radio KP," Klintsevich, without naming names, recounted a candid conversation he had with one such official. The official explained to him that his main goal is career advancement. In order for him to be noticed by higher management and to start moving up the career ladder, and eventually, perhaps even reach the federal level, he must present some achievement that could be ceremoniously showcased to his superiors and that he could claim as his personal merit in his current position. For example, a newly built school or a monument unveiled in the city.

      "If I spread the money thinly across the entire city, repairing sidewalks and painting houses, I won't achieve my goal," Andrey Frantsevich quoted the logic of his anonymous interlocutor. "And the management won't see the decay because I won't drive them through those streets."

      It is advantageous to spend money on things that can be presented with pomp. Therefore, in the regions, urgent problems that are invisible to the eyes of higher management, such as worn-out water supply networks and shabby walls, remain unresolved for years, explained Andrey Klintsevich.

      He acknowledged that the logic demonstrated to him by the unnamed statesman is incorrect but effective. "Unfortunately, this is how one advances upwards," he concluded.

      Andrey Klintsevich also raised the issue of the closed-door decision-making by municipal authorities regarding which problems should be prioritized for resolution. No one bothers to find out the real pain points of the population in a given city.

      "I can give an example of a mayor who, upon taking office, immediately began repairing the roads in the city. And his rating fell after that. He tasked someone to figure out what was going on. And he found out that the main concern of the residents was the poor sewage treatment facilities, which severely affect the city's ecology and make children sick. But he started with the roads, the condition of which, as it turned out, concerns people to a much lesser extent."
