In the Academic district, parents stood in line all night to enroll their children in the Mosin Children's Art School. Residents of the area wondered why it was not possible to submit an application online through "Gosuslugi." This was reported by the Telegram channel "Yekaterinburg Main," which is close to the city administration.
It turned out that electronic enrollment in art schools is currently impossible due to changes at the federal level.
Previously, enrollment in additional education institutions was conducted through the "Navigator" information system. However, in 2025, children's art schools were excluded from this system by a decision of the federal Ministry of Culture. The reason is that their educational programs differ from regular additional education: art schools implement pre-professional programs lasting no less than four years.
Thus, currently, admission to art schools is only possible through in-person enrollment—parents have to come to the institution and personally submit documents.
In Yekaterinburg, efforts were previously made to address this issue. While Ilya Markov was the head of the city culture department, and now the head of the regional Ministry of Culture, the authorities attempted to connect art schools to the "Navigator." However, in 2025, this practice was discontinued at the federal level.
