Дату и место прощания намерены объявить позже. Неустроев родился в Москве, где завершил обучение в педагогическом университете и аспирантуре по специальности «русская литература». Он был кандидатом филологических наук. С 2002 по 2016 год работал в Российском государственном архиве литературы и искусства, а с 2017 года занимал пост хранителя архивных фондов Президентского центра Б. Н. Ельцина.
