      Zashlyapin resigned from his position as head of Sredneuralsk in January 2021. As reported by EAN, the regional prosecutor’s office pushed for the mayor’s resignation. After Zashlyapin's departure, Sredneuralsk was led by former Yekaterinburg vice-mayor Alexander Kovalchik.

      In the role of intermediary transferring the money to the officer, Vadadi Mustafayev was involved in the case, who presents himself as a representative of a federal project on security and anti-corruption in the Urals Federal District, according to EAN.

      According to EAN, the case against Mustafayev was investigated under Part 4, Article 291.1 of the Criminal Code of the Russian Federation, "Mediation in large-scale bribery." However, recently Vadadi Mustafayev stated that he is no longer a suspect in the criminal case and aspires to become the head of the Azerbaijani diaspora in the Ural region after the criminal case was initiated against the previous leader, Shahin Shykhinsky.
