Russian experts propose transferring citizens' debt for utilities to collection agencies

Currently, such practices are prohibited by the Housing Code of the Russian Federation.

The main reason is the growing population debt for utility services. MCs are forced to pay resource-supplying organizations (RSOs) even for those who do not make payments, creating a serious financial burden. Kommersant reports, citing a letter from AKON Council Chair Lina Tkachenko to the State Duma and the Ministry of Construction.
According to the Development Strategy of the Construction Sector and Housing and Utilities Services until 2035, as of the end of 2021, the total debt for housing and utilities was about 1.5 trillion rubles, with nearly 900 billion rubles of this amount owed by the population (data from the first quarter of 2023). Up to 50% of unpaid payments are attributed to management companies.
Due to a lack of funds, MCs cannot fully perform repairs and maintain the quality of housing services. As a result, honest homeowners indirectly pay for the debts of non-payers, as expenses are distributed among all residents.
Legal experts warn that allowing debt transfer to collectors could lead to abuse by unscrupulous agencies.
If AKON's initiative is supported, it could change the system of collecting utility payments, but also increase risks for debtors.
