      Patients in need of modern stenting using intravascular ultrasound (IVUS) are redirected to the "Heart Clinic." The clinic earns about 200 million rubles a year from this procedure.

      The same clinic operates on premises rented from the cardiac center. Doctors and nurses of the hospital work in both institutions simultaneously. At the same time, scheduling a routine appointment with the same specialist at the Institute of Cardiology can be done in 3–4 months, while at the "Heart Clinic" — within a week.

      The report mentions more than 20 episodes when patients of the cardiac center were transferred to other hospitals due to the development of a new illness, while the medical documentation stated that the patient's condition had improved and they were discharged.

      Health Minister Tatyana Savinova offered Yan Gabinsky two positions — scientific director of the clinic or chairman of the board of trustees. He rejected the offers. According to Savinova, at 73 Gabinsky cannot serve as chief physician.

      Anesthesiologist-intensivist of the highest category Andrey Lozovsky was appointed acting chief physician of the Ural Institute of Cardiology.
