      October 27, 2025 — The Prosecutor General’s Office has demanded that the organized criminal group it calls the “Makhonins” be recognized as extremist and banned, and that its members’ property be seized for the benefit of the state, RBC reports citing a Kommersant publication.

      The group, which has operated in the Southern Urals since the 1990s, was uncovered by the FSB. According to the agency, the OCG was created and is headed by brothers Andrey and Alexander Makhonin, both convicted. Members of the criminal association adhere to the ideas of the AUE movement* (*recognized as extremist and banned in Russia).

      The defendants in the Prosecutor General’s Office’s suit are listed as 16 individuals and 7 controlled companies. They own 109 real estate properties.

      Members of the “Makhonins” were involved in raider takeovers, extortion, robberies and violent assaults. Through trusted intermediaries they own the majority of retail outlets in Chelyabinsk and other assets with a total value of at least 2.5 billion rubles.

      Rosfinmonitoring has established that income from the commercial use of this property is being moved abroad.

      According to law enforcement agencies, the Makhonins control part of the income criminally generated by inmates in places of detention and invest these funds in liquid assets.

      Furthermore, according to the Prosecutor General’s Office and the regional FSB directorate, the “Makhonins” were involved in the pogrom at the “Tornado” rock festival in 2010. At that time about a hundred people, armed with rebar and traumatic (rubber-bullet) pistols, attacked spectators out of hostility toward them.

      According to the Prosecutor General’s Office, at that time the Makhonin brothers had informal ties with the regional authorities and law enforcement agencies, which allowed them to evade responsibility.

      Alexander Makhonin’s daughter Olga is in a relationship with the son of the former head of the department for combating organized crime of the Chelyabinsk police, Mikhail Ignatov. The latter, according to the Prosecutor General’s Office, is also part of the clan.
