"Ъ": Former Sverdlovsk Region housing and utilities minister Smirnov testified against former governor Kuyvashev
The former minister of energy and housing and communal services of Sverdlovsk Oblast gave several testimonies against the region’s ex-governor Yevgeny Kuyvashev in the OTSK case (a subsidiary of Oblkommunenergo), Kommersant‑Ural has learned.
Kommersant‑Ural was told by Oleg Chemezov’s lawyer Maria Kirilova that Nikolai Smirnov gave testimony against the former governor of Sverdlovsk Oblast, Yevgeny Kuyvashev. They, according to the publication, concern OTSK subsidies that were signed off by the governor.
According to the investigation, embezzlement of funds from the Sverdlovsk Oblast budget took place in the course of implementing the concession agreements.
“According to Ms. Kirilova, Mr. Smirnov’s testimony indicates that the decision to conclude concession agreements between the Sverdlovsk authorities and OTSK, their main terms, including the amount to be paid from the regional budget, was made by Yevgeny Kuyvashev. It is claimed that the then‑governor called then‑minister Nikolai Smirnov demanding that the concessions be concluded on the terms he had approved,” writes Kommersant‑Ural.
One of the defendants in the criminal fraud case related to JSC United Heat Supply Company (OTSK) is Kuyvashev’s former deputy Oleg Chemezov.
Charges under part 4 of Article 159 of the Criminal Code of the Russian Federation have also been brought against businessman and co‑owner of Oblkommunenergo Aleksey Bobrov, chair of the board of directors of Corporation STS Tatyana Chernykh, and the former head of OTSK Anton Bolikov. They are all in pretrial detention and deny their guilt.
According to Kommersant‑Ural, the former minister Nikolai Smirnov gave testimony against them.
Nikolai Smirnov himself is also under investigation, but in a different criminal case. He is accused of taking bribes on a particularly large scale. According to the investigation, he and two of his deputies received, through an intermediary, a bribe of more than 4.4 million rubles from a contractor. The former minister admitted his guilt and is cooperating with the investigation.
The companies Oblkommunenergo and OTSK have already been seized and turned over to the state under a lawsuit by the Prosecutor General’s Office against their former owners.
