April 13, 2026 The administration of Yekaterinburg has prepared new restrictions on the use of electric scooters, which will soon be concluded with three kick-sharing companies. Judging by the document published on the official website of the mayor's office, riding electric scooters will be prohibited in the park of the XXII Party Congress, Kharitonov Garden, the streets around the Yekaterinburg Zoo, in Historical Square, in the square named after Avet Terteryan, in the Kamvolny Kombinat Park, along the embankment of Rabochaya Molodezh from Makarovsky Bridge to Lenin, along Gorky from Lenin to Dynamo, and in Pavlik Morozov Park.

In addition, it is planned to install new road signs "Movement on individual mobility devices is prohibited," regulating the use of electric scooters within the boundaries of the central streets: Vainera - Gorky - Pushkin - Malyshev. It specifies that the new restriction measure may be to limit the maximum speed of scooters to no more than 20 kilometers per hour throughout Yekaterinburg.
Officials want to increase the number of speed limit zones for individual mobility devices to 15 kilometers per hour by including the following areas in the list:
Vainera from Lenin Avenue to Anton Valek;
Marshal Zhukov from Lenin Avenue to Anton Valek,
Griboedov from Engineering to Uglovoy Lane.
Also, the speed will be limited to 10 kilometers per hour in two more areas:
Preobrazhensky Park (except for the area of complete prohibition of individual mobility devices);
Alley on Posadskaya Street from Yasnaya to Belorechenskaya.
Moreover, it will also be prohibited to leave scooters in the following areas:
on the even side of Mamina-Sibiryaka from Engels to Karl Marx;
on Vainera from Lenin Avenue to Anton Valek;
on Marshal Zhukov from Lenin Avenue to Anton Valek.
Furthermore, the total number of rental scooters is planned to be reduced from 16,500 to 15,000 — by 5,000 for each city operator.
Additionally, the new restrictions should prohibit the placement of individual mobility devices closer than 50 meters from schools, kindergartens, and hospitals, establish a maximum speed limit, and create zones with reduced speed.
