The main purpose of the trip to the third largest city in the Middle Urals was to participate in an operational meeting on the results of the fight against crime and the prevention of offenses for the first quarter of 2026. The person responsible for security in this urban district on behalf of the Ministry of Internal Affairs is Police Lieutenant Colonel Ivan Karkavin.
He has held the position since June 3, 2024. The serviced area is 2285.2 km². There are 2 districts - Sinar and Krasnogorsk. The population is 188,826 people. The total shortfall is 310 units or 32.5%. The Patrol and Post Service is short 84 employees, the State Traffic Safety Inspectorate is short 76, the district police service is short 35, the criminal investigation department is short 22, the duty unit is short 14, and the investigation department is short 13.
During the reporting period, a reduction in registered crimes was achieved (-27.6%; 462), including those of a general criminal nature (-22.6%; 444). The number of serious and especially serious offenses registered decreased (-45.4%; 148). The number of murders decreased (-50.0%; from 4 to 2), crimes against sexual integrity (-28.6%; 5), and no registered cases of rape with the victim's death (previous year - 2). A total of 366 criminal episodes were solved.
The detection rate remains above the average values for the region - 76.9%. Positive dynamics are noted in the detection of thefts (+51.4%; 112), including from bank accounts (+83.3%; 22). As a result of preventive measures, the curve of fraud has decreased (-30.8%; 63), including those using ITT (-26.8%; 60). No emergencies involving firearms were recorded. A total of 111 criminal cases were sent to court for substantive consideration. The number of crimes committed in public places decreased (-11.8%; 127), including on the streets (-40.3%; 37). Incidents involving individuals in a state of alcohol intoxication decreased (-29.8%; 59) and those involving previously convicted persons decreased (-22.3%; 244). The number of traffic accidents decreased (-22.2%; 14), the number of injured decreased (-29.6%; 19), and no fatalities among road traffic participants were recorded (previous year - 3).
— Of course, the attendees discussed a number of problematic issues within this team in detail. Special attention during the hearing of the heads of departments was paid by General Meshkov to the process of increasing the effectiveness of solving crimes from previous years, activating work in the field of migration and the economy. The head of the Sverdlovsk police also instructed to take a set of additional radical measures to counter juvenile crime. In this regard, the situation in Kamensk-Uralsky is quite alarming. A rise in juvenile offenses was recorded (+233.3%; from 3 to 10), including in organized groups (5; previous year - 0), in mixed groups (from 2 to 7). Despite an overall decrease in the number of crimes committed against minors (-10.8%; 33), there was an increase in violent offenses (+41.7%; 17). The meeting concluded without involving officials of the Internal Affairs bodies in disciplinary actions, but Alexander Meshkov warned of the personal responsibility of those leaders whose competence includes unresolved tasks, - said the press secretary of the Main Directorate of the Ministry of Internal Affairs for the Sverdlovsk Region, Valery Gorelykh.
