On April 17, 2026, the head of the Main Directorate of the Ministry of Internal Affairs for the Sverdlovsk Region, Lieutenant General Alexander Meshkov, visited the police garrison of Kamensk-Uralsky on a working trip.
The main purpose of the visit to the third largest city in the Middle Urals was to participate in an operational meeting on the results of the fight against crime and the prevention of offenses for the first quarter of 2026. The person responsible for security in this urban district on behalf of the Ministry of Internal Affairs is Police Lieutenant Colonel Ivan Karkavin.
He has held the position of head since June 3, 2024. The serviced area is 2285.2 km². There are 2 districts - Sinar and Krasnogorsk. The population is 188,826 people. The total shortfall is 310 units or 32.5%. The patrol police lack 84 employees, the traffic police - 76, the community police - 35, the criminal investigation department - 22, the duty unit - 14, and the investigation department - 13.
During the reporting period, a reduction in registered crimes was achieved (-27.6%; 462), including those of a general criminal nature (-22.6%; 444). The number of serious and particularly serious offenses registered decreased (-45.4%; 148). The number of murders decreased (-50.0%; from 4 to 2), crimes against sexual integrity (-28.6%; 5), and no cases of murder with the victim's death were registered (last year - 2), nor rapes. A total of 366 criminal episodes were solved.
The detection rate remains above the average for the region - 76.9%. Positive dynamics are noted in the detection of thefts (+51.4%; 112), including from bank accounts (+83.3%; 22). As a result of preventive measures, the curve of fraud has decreased (-30.8%; 63), including those using IT technologies (-26.8%; 60). No emergencies involving firearms were recorded. A total of 111 criminal cases were sent to court for substantive consideration. The number of crimes committed in public places decreased (-11.8%; 127), including on the streets (-40.3%; 37). There was a decrease in incidents involving individuals in a state of alcohol intoxication (-29.8%; 59) and with the participation of previously convicted persons (-22.3%; 244). The number of traffic accidents decreased (-22.2%; 14), as did the number of injured (-29.6%; 19), with no fatalities among road traffic participants (last year - 3).

Special attention during the hearing of the heads of departments was paid by General Meshkov to the process of increasing the effectiveness of solving crimes from previous years, activating work in the field of migration and the economy. The head of the Sverdlovsk police also instructed to take a set of additional radical measures to combat juvenile crime. In this regard, the situation in Kamensk-Uralsky is quite alarming. A rise in juvenile delinquency was recorded (+233.3%; from 3 to 10), including in organized groups (5; last year - 0), and in mixed groups (from 2 to 7). Despite an overall decrease in the number of crimes committed against minors (-10.8%; 33), there was an increase in violent offenses (+41.7%; 17). The meeting concluded without disciplinary actions against officials of the internal affairs bodies, but Alexander Meshkov warned of the personal responsibility of those leaders whose competencies include unresolved tasks, said the press secretary of the Main Directorate of the Ministry of Internal Affairs for the Sverdlovsk Region, Valery Gorelykh.
