The rector of UrGUPS has changed.
By the order of the Federal Agency for Railway Transport, Oleg Balagin has been appointed as the acting head of the Ural State University of Railway Transport, previously holding the position of first vice-rector.
Oleg Balagin was born on April 14, 1980, in the city of Omsk and graduated from school in Petropavlovsk (Republic of Kazakhstan). In 1997, he entered the Omsk State University of Railway Transport, specializing in "Locomotives." He began his career at his alma mater and worked there until 2025, successively holding positions as an engineer, laboratory assistant in the department, responsible secretary of the admissions committee, dean of the faculty of pre-university training and professional orientation, director of the institute for advanced training and retraining, assistant rector for professional orientation and recruitment, vice-rector for vocational training and industry relations, and vice-rector for digital transformation and industry relations.
In 2005, Oleg Vladimirovich defended his PhD dissertation and has been engaged in teaching activities all these years. From April 2025 to May 7, he held the position of first vice-rector of UrGUPS.
The new leader's plans include the phased implementation of a comprehensive development program for the university, with a key focus on creating a modern educational environment. The program envisions large-scale digitalization of all processes, licensing new in-demand programs, opening a multifunctional center and project office, creating an IT club for developing digital skills, and putting innovative laboratories into operation. Special attention will be paid to infrastructure—improving the student campus and creating comfortable conditions for students' study and leisure.
