The accused, born in 1975, had been the owner of a non-residential building—a bathhouse in the gardening partnership "Rassvet-1" in the village of Gorny Shchit—since 2021. The building was used as a permanent residence. A light garland was installed on the adjacent territory of the plot.
In July 2025, due to his departure on vacation, the man asked his daughter to temporarily stay at the plot (for monitoring purposes). The woman arrived at the gardening partnership with children aged 6 years and 3 months, and also invited a friend with children aged 6 and 16 years to stay overnight. The girl came with her 17-year-old boyfriend.
On the night of July 25 to 26, 2025, during rain, moisture entered the electrical wiring of the network garland, causing a short circuit and a fire that spread to the bathhouse where people were sleeping.
As a result of the fire, a guest (the accused's daughter's friend), a 17-year-old boy, and three minor children—two six-year-olds and a 3-month-old—died. One of the children died in the hospital in August. Both of the accused's grandchildren perished.
In accordance with federal fire safety legislation, the owner is obligated to ensure the proper safe use of lighting. Meanwhile, the accused improperly operated the light garland, in particular, failing to provide protective disconnection devices to prevent the occurrence of fire.
The man is charged under part 3 of article 219 of the Criminal Code of the Russian Federation (violation of fire safety requirements by a person responsible for their compliance, resulting in the unintentional death of two or more persons), which provides for up to 7 years of imprisonment.
The criminal case has been sent to the Chkalovsky District Court of Yekaterinburg for substantive consideration.
