June 15, 2026 A named list of all residents of Sverdlovsk who died during the special military operation of the Armed Forces of the Russian Federation in Ukraine will be created in the Sverdlovsk region. Governor Denis Pasler signed a decree "On perpetuating the memory of those who died (passed away) while defending the Fatherland on the territory of the Sverdlovsk region."
"The Government of the Sverdlovsk region resolves to approve: the regulation on perpetuating the memory of those who died (passed away) while defending the Fatherland on the territory of the Sverdlovsk region; the procedure for maintaining a named list of those who died (passed away) while defending the Fatherland, whose remains are buried in military cemeteries located on the territory of the Sverdlovsk region," the document published on the legal information portal of the Sverdlovsk region states.
The decree establishes the procedure for maintaining a database of all soldiers buried in the region and systematizes the work on preserving the memory of fallen warriors, including participants of the special military operation, writes "Signal-Ural."
Criteria that serve as the basis for including a person in the list and creating memorials:
- death during military operations, while performing other combat tasks, or while fulfilling official duties to defend the Fatherland;
- death while fulfilling military duty on the territories of other states;
- death resulting from wounds, concussions, injuries, or illnesses incurred while defending the Fatherland, regardless of when these consequences occurred, as well as missing in action.
The formation and maintenance of the named list of the deceased has been entrusted to the Department of Youth Policy, according to the document. Oversight of the implementation of the decree has been assigned to the Deputy Governor - Minister of Health of the Sverdlovsk region, Tatyana Savinova, reports "URA.RU."
Heads of municipalities must create commissions to perpetuate the memory of the fighters within 30 days (from the date of publication of the document) and annually send emerging data to the department by March 1.
The main forms of perpetuating the memory of the defenders include burials and reburials, improvement of military cemeteries, installation of gravestones, monuments, stelae, obelisks, creation of memorial museums and commemorative signs, publication of materials in the media, and establishment of commemorative dates.
