The Sverdlovsk authorities have appointed new rules for inspecting houses for major repairs.
The Governor of the Sverdlovsk Region, Denis Pasler, signed a decree approving a new regulation for conducting operational control over the technical condition of apartment buildings.
— The examination of the technical condition of apartment buildings is carried out to determine their wear and timely adjustment of the regional capital repair program. The work to assess the current state of buildings in the region should begin no later than August 1, 2026, the publication "Signal Ural" quotes the text of the decree.
According to the approved procedure, regular control over the condition of common property will include three types of inspections:
Current — conducted systematically as part of the daily maintenance of buildings;
Seasonal — mandatory to conduct twice a year (spring inspection after the snow melts to identify winter damage and autumn inspection before the start of the heating season to check readiness for winter);
Extraordinary — organized within 24 hours after accidents, emergencies, or natural disasters.
Utility workers are required to document the results of inspections. If critical defects in load-bearing structures threatening people's safety are discovered during inspections, the documents will be immediately forwarded to local authorities to address the issue of demolition or reconstruction of the building.
