In Russia, it was proposed to create funds for the renewal of public transport. Money for these funds could come from fines that drivers pay for violating traffic rules. This was stated by the CEO of the Movista group, Alexey Zotov, during the "Innoprom" event in Yekaterinburg.
The head of the company clarified that it is impossible to renew the rolling stock solely through ticket revenue.
— We need to consider creating funds for the renewal of transport. If we talk about the source of money, where to replenish the funds? From the fines paid by drivers. A portion of the fines from motorists should be directed towards the renewal of public transport. As I see it, this is a good solution to initiate the renewal, especially for rail transport, — Zotov was quoted by the EAN publication.
Currently, according to legislation, three-quarters of the funds from paid fines for traffic violations go to the budgets of the subjects of the Russian Federation, while 25% goes to the federal budget. These revenues are directed towards the creation, repair, and maintenance of roads, forming the "Road Fund."
