      Russian families with children under three years old can apply for a monthly payment from the maternity capital funds. The main condition is that the average per capita income of the family must not exceed twice the regional subsistence minimum. This was reported by State Duma deputy Nikolai Kolomeitsev to RIA Novosti.

      The amount of the payment depends on the region: the family receives one subsistence minimum per child each month. If there are several children under three years old in the family, the payment can be applied for each of them.

      When calculating income, salaries, pensions, bonuses, scholarships, alimony, business income, and interest on deposits are taken into account. All family income for 12 months is summed up, divided by 12, and then by the number of family members.

      Applications can be submitted through State Services, MFC, or the client service of the Social Fund. If you apply within six months after the child's birth, the payment will be assigned from the month of birth. In case of a later application, the money will start being transferred from the month the application is submitted.

      The payment can be received until the child turns three years old or until the maternity capital funds are fully spent. To continue receiving payments after a year, a new application will need to be submitted.
