Public discussions on the construction project of the research facility were launched on the Yekaterinburg city administration website by the Center for Hygiene and Epidemiology.

The virus research laboratory may be built in the block bounded by Kuybyshev Street, Rossa Luxemburg Street, Dekabristov Street, and 8 March Street, reports Uralinformbiuro. The results of the public discussions are expected to be announced after July 18.
The proposed project for discussion is similar in characteristics to a tender posted by the Center for Hygiene and Epidemiology on the procurement portal in 2023. The project envisaged the creation of three microbiological laboratories, one virological laboratory, and two laboratories for studying highly dangerous infections.
The new building was planned to be constructed on a plot at 54 Rossa Luxemburg Street (on the site of the former city disinfection station) and to house the regional biological factors control laboratory (which provides diagnostics for infectious diseases). Its previous address was 3 Otdelny Lane (Center for Hygiene and Epidemiology in Sverdlovsk Region).
However, the tender was later canceled by the customer without explanation, notes Uralinformbiuro.
In 2023, Alexander Semenov, director of the Viroom Research Institute of Viral Infections under Rospotrebnadzor, told Izvestia that staff training for the new laboratories had already begun, according to EAN. Semenov compared it to training for space missions, involving 68 specialists.
“We need to train people to operate the new complex engineering structures with special ventilation modes, waste treatment, entry/exit protocols, and safety rules,” the scientist said.
In the infectious zone of the laboratory, researchers will study agents causing cholera, tularemia, brucellosis, anthrax, leptospirosis, Q fever, typhus, dengue fever, Zika fever, West Nile fever, and Crimean-Congo hemorrhagic fever.
Additionally, specialists will work with poliomyelitis, adenoviruses, various strains of influenza, ARVI, COVID-19, measles, rubella, and other diseases.
The use of laboratory animals is also planned.
