
The mother of the teenager whom two migrants tried to drown over a scooter spoke about the closure of the cases.
As follows from the account by a woman published in "Russkaya Obshchina," in the early morning of July 17 two men attacked her 17‑year‑old son. One of them, Muslim Kasimov, beat her son, choked him, and then held his head under water. The second, Kasimov’s friend, stood on lookout at the time.
The injured teenager was admitted to hospital with signs of drowning, a closed head injury, and multiple abrasions and contusions.
The police opened a criminal case against Kasimov under Article 116 of the Criminal Code of the Russian Federation (Battery) and Article 119 of the Criminal Code (Threat of murder or causing grievous bodily harm).
Also, at the instruction of the head of the Investigative Committee, Alexander Bastrykin, a case was opened against Kasimov under Article 111 of the Criminal Code (Intentional infliction of grievous bodily harm). However, the prosecutor’s office closed it.
Then, according to the mother, Investigative Committee investigators opened a case under Article 105 of the Criminal Code (possibly referring to Part 3 of Article 30, Part 1 of Article 105 "Preparation for murder" — note by Uralweb). But it too was closed by the prosecutor’s office.
"So far we are being told that the medical examination is not ready. However, the prosecutor closes the case — based on the testimony of the attacker. Our testimony is completely ignored. Everything sounds as if my son received a couple of blows, his head was dipped in the water, they held it to frighten him, and then let him go," says the victim’s mother on video.
The hospital record from the hospital where the victim was taken does not appear anywhere in the case, nor does the means of self‑defense — a pepper spray canister, with the help of which the teenager, as was previously reported, managed to fend off the attackers.
No legal assessment has been made of the destruction of the victim’s personal property — his phone and an expensive electric scooter (which the attacker tried to seize), both of which were found to have been drowned.
The second participant in the attack is also nowhere mentioned; he not only watched the scene while his friend was drowning the boy, but also tried to take the spray canister from him.
In addition, the boy’s mother said that there is a video in the case in which Kasimov, in the presence of a witness, a juvenile affairs inspector (PDN inspector), threatens a police officer who came to detain him, saying that he, Kasimov, will kill him "in 15 seconds." Another policeman, whom the parents first turned to for help, spoke with Kasimov in a storeroom, after which he turned and drove away.
According to the woman, the man trains in the wrestling club "Severnye Medvedi" ("Northern Bears") and is proficient in professional techniques which, as it turned out, he uses when attacking ordinary people for the purpose of robbery. This circumstance has likewise so far attracted no interest from the investigators or the prosecutor’s office.
"Our appeals are being completely ignored, and the prosecutor’s office simply closes one case after another. We appealed to the head of the Investigative Committee A.I. Bastrykin, to the Presidential Administration, to the head of the Tyumen Region Ministry of Internal Affairs A.A. Smirnov, and this so far has also produced no results," the boy’s mother said.
