New details have emerged in the case of a pedestrian killed under the wheels of a young unlicensed driver in Kosulino.

      The State Traffic Inspectorate has established new details of the fatal road traffic accident in Kosulino, the State Traffic Inspectorate of Russia for the Sverdlovsk Region reports.

      As established, the vehicle’s window tinting played a significant role in the tragedy that occurred on the evening of Saturday, September 27 in the settlement of Kosulino; the car was being driven by an 18-year-old student at one of the colleges of the Ural capital who had never obtained a driver’s license.

      The driver has been held administratively liable under Part 1 of Article 12.7 of the Code of Administrative Offences of the Russian Federation (for driving a vehicle without a driver’s license).

      It was also established that the young man had previously been held liable for a similar violation.

      He was also issued reports under Part 1 of Article 12.1 of the Code of Administrative Offences of the Russian Federation (for operating an unregistered vehicle) and under Part 3.1 of Article 12.5 of the Code (for using window tinting that does not comply with established requirements).

      “The window tinting, combined with the darkness and the wet road, significantly limited visibility. The pedestrian was crossing the roadway at a non-designated place without reflective elements. Each of these circumstances on its own created a danger, but it was precisely their combination that led to an irreparable outcome,” the regional State Traffic Inspectorate noted.

      The materials collected in the case have been sent to the investigative authorities to decide whether to initiate a criminal case under Article 264 of the Criminal Code of the Russian Federation (Violation of the rules of road traffic and vehicle operation that through negligence caused the death of a person — note by Uralweb).

      Recall that in January, speaking at a press conference in Yekaterinburg, the head of the State Traffic Inspectorate Department for the Sverdlovsk Region, Police Colonel Alexey Spiridonov, explained the procedure by which state traffic inspectors stop vehicles.
