
The criminal case against former Minister of Housing and Communal Services Nikolai Smirnov has been sent to the Yekaterinburg court.
The Prosecutor’s Office of Sverdlovsk Oblast has approved indictments in bribery criminal cases against the former Minister of Energy and Housing and Communal Services of Sverdlovsk Oblast, Nikolay Smirnov, as well as his former first deputy Igor Chikrizov and deputy Andrey Kislitsyn, the Prosecutor’s Office of Sverdlovsk Oblast reports. According to the investigation, between January 2023 and March 2024 Nikolay Smirnov, Igor Chikrizov and Andrey Kislitsyn received via an intermediary a bribe totaling more than 4.4 million rubles in exchange for overall protection in the performance of municipal contracts for the design of water supply and sewerage facilities. In particular, Nikolay Smirnov received over 980,000 rubles as a bribe, his first deputy Chikrizov received at least 1 million rubles, and deputy minister Andrey Kislitsyn received at least 2.5 million rubles. They are charged under Part 6 of Article 290 of the Criminal Code of the Russian Federation (an official’s receipt of a bribe through an intermediary in cash, by a group of persons by prior conspiracy, in an especially large amount). The criminal case will be sent to the Verkh-Isetsky District Court of Yekaterinburg for trial on the merits, the prosecutor’s office said. Criminal prosecution of the chief engineer of the company engaged in the design of water supply and sewerage facilities and of the intermediary has been terminated under the note to Article 291 of the Criminal Code of the Russian Federation (due to their assistance in uncovering and investigating the crime).
