
Deputies in the Urals have joined forces to tackle the problem of scooter riders.
The meeting of city Duma leaders took place last week, on October 1, in Chelyabinsk. Its theme was the regulation of movement using e-scooters and other personal mobility devices (PMDs).
The chairwoman of the Yekaterinburg City Duma, Anna Gurariy, came forward with an initiative to sign a collective appeal requesting that mandatory registration through Gosuslugi be introduced at the legislative level for scooter riders. She noted that the practice of identification is successfully used in federal cities — Moscow and St. Petersburg.
It is proposed to make obtaining a PMD driver’s card similar to a Fan ID mandatory, with compulsory identification via Gosuslugi. The card will be available to citizens over 16.
“This concerns not only those PMDs that are rented, but also privately owned ones. Identification should become a preventive measure against offenses and help foster a culture of safe movement using PMDs,” Anna Gurariy remarked.
The appeal was signed by the chairpersons of the city Dumas of Yekaterinburg, Chelyabinsk, Yakutsk, Volgograd, Kurgan, Perm, Luhansk, and Magnitogorsk.
As part of the “Municipal Dialogue” project, the document will be sent to the All‑Russian Association for the Development of Local Self‑Government, co-chair Irina Guseva.
