The governor of Sverdlovsk Region, Denis Pasler, said during a live Q&A that there are many non-stationary retail outlets (NTOs) in Yekaterinburg that were installed in violation of regulations. Nevertheless, many people work in this sector, which must be taken into account when demolishing them.
“We have found a certain status quo that should relaunch joint actions between business and the authorities. A decision was made to suspend the demolitions. But it would be wrong to say that there are no problems and that this should be forgotten. At a meeting with businesses I said that removing everything across the board would be wrong,” Ura.Ru quotes Pasler as saying.
According to him, there are many objects installed in violation that cannot be ignored. He said there should be special places for local producers — for example, to sell bread or meat. But such objects should be “beautiful.”
Recall that in 2025 the mayor’s office planned to put 82 sites up for auction for the placement of kiosks of all types. By the end of September, 15 auctions for Rospetchat kiosks had been held; another 34 are expected by the end of the year. Contracts have been signed with four entrepreneurs, and the kiosks themselves will appear in the Zheleznodorozhny District. Other entrepreneurs refuse to sign contracts, citing low profitability and the high cost of lots (up to 250,000 rubles).
It was previously reported that amendments for kiosk owners are being prepared in Yekaterinburg. The mass demolition of Rospetchat kiosks in Yekaterinburg began in July 2025. A Rospetchat representative said that the closure of kiosks selling newspapers and magazines in Yekaterinburg could develop into the closure of the press distribution network across the entire Sverdlovsk Region. It was also reported that the Russian Ministry of Industry and Trade was asked to allow Rospetchat stalls to remain in the city.
