Violation of the terms — cost overruns, failure to carry out modernization, or deterioration in quality — may lead to fines and the revocation of a supplier's status as the sole heat-supplying organization.

      A more transparent system for setting heating costs will also be introduced: the city is required to publish reports on the work carried out and on how funds are spent. It is expected that by 2029 a significant portion of the problems with outdated heat pipelines will be resolved, reducing the risk of accidents and heat supply disruptions.

      Recall that last week it became known that Russia approved the indices for increases in housing and communal services payments in the regions.
