As of December 1, the method for calculating heating charges in Yekaterinburg will change.
From December 1 a new scheme for calculating heating charges will be introduced in Yekaterinburg: annual increases will not exceed 3%. The transition to the heat-supply pricing zone is enshrined in ten-year agreements between the city administration and PJSC T Plus and JSC ETK, which set out pricing rules and suppliers' obligations.
The main goal of the changes is large-scale modernization of the heat networks. Of more than 3,500 km of urban networks, about 60% need replacement. Suppliers are required to scale up repair volumes: by 2029 they will renew up to 100 km of pipes annually — several times more than at present, reports URA.RU. More than half of the funds from the tariff increase will be directed to replacing worn-out utility lines and upgrading equipment, and residents will effectively become "co-investors" in the infrastructure improvements.
The new system introduces strict service quality requirements. If apartment temperatures fall or hot water supply is delayed, the amounts on bills will be automatically reduced. A municipal control service will monitor compliance with tariff limits and the fulfillment of repair obligations. Violation of the terms — cost overruns, failure to carry out modernization, or deterioration in quality — may lead to fines and the revocation of a supplier's status as the sole heat-supplying organization.
A more transparent system for setting heating costs will also be introduced: the city is required to publish reports on the work carried out and on how funds are spent. It is expected that by 2029 a significant portion of the problems with outdated heat pipelines will be resolved, reducing the risk of accidents and heat supply disruptions.
Recall that last week it became known that Russia approved the indices for increases in housing and communal services payments in the regions. From January the increase will be uniform across the country and will amount to 1.7%. In Sverdlovsk Oblast the average increase will already reach 9.6% in the autumn.
