In Yekaterinburg, the speed of public transport has been limited due to severe frosts. The city Department of Transport reported this.

— Due to the temperature drop to -25 degrees, temporary speed limits have been introduced. Tram: 25 km/h. Trolleybus: 35 km/h. The restrictions are needed to reduce the risk of infrastructure damage and will remain in effect until weather conditions stabilize, the Department noted.
Earlier, Yekaterinburg residents were warned about possible transport disruptions due to the severe frosts.

Why? Infrastructure for the temperate zone is designed for a temperature range from +35 to -40. That's PTE. I doubt it's colder than -40. In other words, the infrastructure has been looted. And what's the point of new trams if the rails and wires are afraid of typical Ural winter temperatures. I worked for many years on buses and trolleybuses. We've had frosts more than once and not just ten times. No one ever limited speed. The only restrictions were increasing the distance between vehicles and reducing the power of the heaters while parked, because the grid was heavily loaded by heaters running at full blast.
