New high-rise buildings have been allowed to be constructed in the center of Yekaterinburg.
In Yekaterinburg, a project has been developed for a unified protection zone for a group of cultural heritage sites in the city center. This includes more than ten buildings and ensembles in the blocks of Malysheva, Chernyshevsky, and Dobrolyubov streets. Such a conclusion follows from the materials of the expertise published on the portal of the State Protection of Cultural Heritage Sites of the Sverdlovsk Region.
The protection zone includes a federal cultural heritage site at Malysheva St., 46, and regional monuments:
"Building of the former city duma" (Malysheva St., 46);
"Merchant N.A. Grachev's house" (Chernyshevsky St., 2);
"The house where Ernst Neizvestny was born" (Chernyshevsky St., 8);
"Mansion of I.M. Fedorov" (Chernyshevsky St., 9);
"Residential house" (Dobrolyubov St., 8);
"Estate of E.S. Borodina" (Dobrolyubov St., 9, 9a);
"Estate of merchant K.I. Langgauz" (Dobrolyubov St., 10);
"Razanov's house" (Dobrolyubov St., building 11);
"House of the Old Believer's Assumption Chapel" (Dobrolyubov St., 12);
"House of U.O. Petelina" (Dobrolyubov St., 14);
"House of Y.K. Krivoshein" (Shchedrin St., 10, lost).
A significant part of the territory has been transferred to construction regulation zones with revised parameters.
In the EZRZ (Unified Construction and Economic Activity Regulation Zone)-1, four plots along Dobrolyubov and near the estates and mansions are included. There are restrictions of up to 9 meters and no more than two floors. These parameters were already in effect for a number of objects but are now consolidated in a unified regime.
In the EZRZ-2 zone, adjacent to the building of the RSDRP (b) headquarters and the historical low-rise development, a height of up to 12 meters (up to three floors) is established. These restrictions generally repeat the existing norms.
In the EZRZ-3 zone, the parameters are relaxed: here, the construction of buildings up to 16 meters high is allowed. Previously, restrictions of up to 12 meters were in effect for parts of these territories.
Significant changes are provided for the EZRZ-4 zone. Currently, this is the protection zone of the cultural heritage site "Razanov's House" with a ban on construction and a zone for regulating the construction and economic activity of the Old Believer's Assumption Chapel. For plots where construction bans or restrictions of up to 12 meters are in effect, construction up to 21 meters is now permitted.
The most noticeable change concerns the EZRZ-5 zone, where the allowed height has been increased to 33 meters (up to 14 floors), the EAN publication clarifies.
It was previously reported that a new snow dump is planned to be built in Yekaterinburg.
