In Russia, it is necessary to revise legislation to establish the right for citizens not to pay for public transport in cases where there are failures in payment systems and terminals. This proposal was made by State Duma deputy Artem Prokofyev in a conversation with News.ru.
According to him, the need for such changes has become evident against the backdrop of recent problems with mobile internet and other digital services. The parliamentarian reminded that for many years the state has actively developed digitalization and consistently reduced the share of cash payments. However, this policy has led to a situation where, in the absence of connectivity, people are unable to pay for their travel.
Prokofyev noted that a new digital reality is forming, in which even vital services can suddenly fail—from banking applications to transport systems.
He also pointed out recent cases of mobile communication failures, due to which cashless payment terminals stopped functioning, and passengers, not having cash on hand, could not purchase tickets.
