"One for all and all for one." The subordinates of the former head of MUGISO P'yankov have been sentenced.
The Kirov District Court of Yekaterinburg on Monday, April 20, issued a verdict for 7 defendants in the corruption case involving the Ministry of Property Management of the Sverdlovsk Region (MUGISO).
The defendants included employees of the ministry and entrepreneurs, as reported by the unified press service of the courts of the Sverdlovsk region.
Depending on their role and degree of involvement in the illegal activities, the defendants were charged under part 4 of article 160 of the Criminal Code of the Russian Federation ("Embezzlement in especially large amounts"), part 3 of article 285 of the Criminal Code of the Russian Federation ("Abuse of official powers"), and part 6 of article 290 of the Criminal Code of the Russian Federation ("Receiving a bribe in especially large amounts").
In total, the defendants were implicated in 17 episodes of corruption. The damage from embezzlement and misappropriation of budget funds amounted to 119 million rubles, and from illegal disposal of state property — 366 million rubles.
The court found the defendants guilty of the charges and imposed the following sentences:
Former Deputy Minister Konstantin Nikonorov — 9.5 years in a strict regime colony, with a ban on holding positions in state authorities and local self-government for 3 years;
Ekaterina Grebenshchikova — 4 years in a colony, with a ban on holding positions in state authorities and local self-government for 3 years. However, based on part 1 of article 82 of the Criminal Code of the Russian Federation, the serving of the sentence in the form of imprisonment for Grebenshchikova is postponed until the child born in 2018 reaches the age of fourteen;
Oksana Kasprova — 5 years in a strict regime colony, with a ban on holding positions in state authorities and local self-government for 2 years. Based on part 1 of article 82 of the Criminal Code of the Russian Federation, the serving of the sentence in the form of imprisonment for Kasprova is postponed until the child born in 2018 reaches the age of fourteen;
Olga Nevskaya — 4 years in a colony, with a ban on holding positions in state authorities and local self-government for 3 years. Based on article 73 of the Criminal Code of the Russian Federation, the sentence is considered conditional with a probation period of 3 years;
Anna Emishyan — 4 years in a colony, with a ban on holding positions in state authorities and local self-government for 3 years. Based on article 73 of the Criminal Code of the Russian Federation, the sentence is considered conditional with a probation period of 3 years;
Natalya Kim — 4 years in a colony, with a ban on holding positions in state authorities and local self-government for 3 years. Based on article 73 of the Criminal Code of the Russian Federation, the sentence is considered conditional with a probation period of 3 years.
Former head of the MUGISO administrative directorate Karina Gornostaeva and former first deputy head of MUGISO Elena Nikolaeva were released from serving their sentences due to the expiration of the statute of limitations for the crime.
Criminal prosecution of Alexander Kan was terminated on non-rehabilitating grounds due to death.
In addition, the court decided to confiscate property acquired as a result of illegal activities, namely — land plots in Yekaterinburg and vehicles.
Civil claims totaling more than 73 million rubles were also filed within the criminal case — the court fully satisfied them in favor of the state.
The verdict can be appealed in the appellate procedure.
It should be noted that the prosecution requested much harsher sentences for the convicted and demanded to recover an amount of damage to the budget of the Sverdlovsk region that was twice as large.
