Work on the arrangement of shelters from aerial threats in residential buildings will be carried out as part of the usual responsibilities for maintaining common property. This was reported to the 66.RU portal by the information policy department of the Sverdlovsk region in response to a question about the source of funding.
Funding comes from the current expenses for the operation of the buildings, that is, from the payments that residents already make under the "maintenance" line, the DIP clarified.
Additional fees may be organized if residents wish to make the shelter more comfortable than the minimum standards require, writes 66.RU. For this, owners must hold a general meeting and make a decision to increase the contribution for the maintenance of the building.
Mandatory requirements for equipping shelters include: lighting (or other light sources - flashlights, candles, batteries), benches for seating, fire extinguishers, water (drinking and technical), a place for airtight containers for natural needs.
Residents are also asked to remove personal belongings from hallways, basements, and evacuation routes.
The requirements are outlined in a decree adopted the day before by the governor of the Sverdlovsk region, Denis Pasler. According to it, basements, ground floors, technical subfloors, and underground parking lots are recognized as underground premises for sheltering people. The management companies and homeowners' associations are tasked with bringing them in order and preparing them to receive citizens in the event of UAV or missile danger.
