A minor electric scooter driver was injured in an accident near the Yekaterinburg Ring Road, the traffic police department of Yekaterinburg reported on Thursday.
The accident occurred the day before, on June 3 at 8:00 PM near the house at 3 Neskuchnaya Street in the Solnechny microdistrict.
Preliminary investigations established that a 14-year-old teenager on a Kugoo M4 Pro electric scooter with a power of 600 W, which requires a category "M" driver's license to operate, was riding on the adjacent territory and collided with a stone. Losing control of the scooter, the driver fell off.
The child was not wearing protective gear. As a result of the incident, the minor was taken to DGBK No. 9 in serious condition and is currently in intensive care.
The injured party does not have a driver's license (a category "M" license for a moped can be obtained at the age of 16 - note from Uralweb.ru).
Protocols have been drawn up against the teenager's mother under Article 5.35 of the Administrative Offenses Code of the Russian Federation (Failure of parents or other legal representatives of minors to fulfill their duties for maintenance and upbringing) and under part 3 of Article 12.7 of the Administrative Offenses Code of the Russian Federation (Transfer of control of a vehicle to a person who is known not to have the right to operate a vehicle).
"The traffic police urge parents to realize that buying a powerful electric scooter or any other equipment that requires a driver's license for a child is not an expression of care, but a direct violation of the law that entails administrative responsibility. Carelessness cripples children's lives," the agency addressed adults.
An investigation into the incident is being conducted by the traffic police. A commission will be held at the school where the minor studies to assess the teaching of children the rules of safe behavior on the roads.
