The head of Yekaterinburg, Alexey Orlov, during a conversation with readers of the newspaper "Evening Yekaterinburg," revealed who is responsible for preparing temporary shelters in apartment buildings in case of missile or drone threats. It turned out that the costs for equipping such premises may fall on the residents themselves.
According to the mayor, the responsibilities for preparing basements and parking lots are distributed among management companies, homeowners' associations, and property owners. Management organizations must maintain the premises in proper condition, ensure lighting and ventilation, and also place information in the stairwells about the location of the shelters and the procedure for accessing them.
At the same time, the issue of equipping the shelters remains with the residents. At a general meeting, property owners can decide what needs to be purchased for such premises—furniture, water supplies, first aid kits, and other necessary items, as well as determine the source of funding for these expenses.
As reported by "Signal Ural," representatives of management organizations note that they regularly receive relevant requests from district administrations and the Ministry of Emergency Situations, but separate funding for these purposes is not provided.
Residents can find out the address of the nearest shelter through the "Feedback Platform" app by logging in with an account on the "Gosuslugi" portal.
