In Yekaterinburg, the rules for kicksharing will be tightened: the city will terminate the existing agreement.

      The authorities of Yekaterinburg are preparing a new agreement for kicksharing operators, which will replace the existing arrangements. The document introduces stricter requirements for companies operating in the electric scooter and electric bicycle rental market. This is reported by the Telegram channel "Yekaterinburg Main."

      According to the draft, access to the city infrastructure will become regulated. To start operations, the operator will need to submit an application, which will be reviewed by the Municipal Budgetary Institution "Traffic Organization Center" together with the transport department. Access may be denied if the requirements are not met or if the established transport limit is exceeded.

      Two operating modes are provided for operators. New companies will be able to enter the market only in a pilot format — with no more than a thousand units of equipment and in a limited area until the end of the season. After two months of operation, the operator can apply for full status and access to the entire city area. At the same time, the total number of electric scooters will be limited to 12,000 units, and electric bicycles to 4,000.

      The new agreement will only be valid for one season. Automatic renewal is not provided — next year, operators will have to enter into a new contract.

      The document also includes a system of sanctions. For violations, companies will have their allowable fleet reduced: by 500 units for full operators and by 50 units for pilot project participants and courier services. If the fleet size is reduced by half, the operator may lose the right to operate in the city. For courier services, the threshold is set at 20%.

      A separate block of requirements concerns data transfer. Operators will be required to provide information about each trip, including the route, coordinates, transport status, and user identifier through the state services portal.

      Technical requirements for transport are also being tightened. Electric scooters and electric bicycles must be no older than two years, have a speed limit of up to 25 km/h, automatically reduce speed in special zones, and be equipped with a sound signal, reflectors, and other safety elements.

      In addition, all transport must be designed according to a unified city standard: with orange elements, identification signs, and identification numbers placed in accordance with GOST requirements.

      At the same time, operators will retain the right to use city bike parking on a gratuitous basis.
