The Sverdlovsk Federal Antimonopoly Service has identified a cartel agreement between two medical organizations. The Sverdlovsk office of the Federal Antimonopoly Service revealed an anti-competitive agreement between the "Heart Clinic" and the "Ural Institute of Cardiology." According to the agency, the organizations violated antimonopoly legislation during the bidding process for providing services for three-dimensional computer tomography.
As reported by the press service of the Sverdlovsk FAS, the procurement conditions were structured in such a way that participation from other medical institutions was virtually impossible. This limited competition and violated the rights of potential market participants.
According to the antimonopoly agency's assessment, due to this scheme, the "Heart Clinic" gained an unjustified advantage and earned over 85.2 million rubles.
As a result of the case review, both organizations have been found to have violated the requirements of antimonopoly legislation. They will now be held administratively liable under part 2 of Article 14.32 of the Administrative Offenses Code of the Russian Federation, which provides for penalties for entering into agreements that restrict competition.
