A criminal case has been initiated against the mother of a 17-year-old motorcyclist following a serious accident in the Urals.
A motorcycle passenger, who was not wearing a helmet, has been hospitalized in the intensive care unit of the Kamensk-Uralsky hospital after a traffic accident. The 17-year-old friend was driving the motorcycle on which the 14-year-old girl was riding.
The accident occurred last Sunday, August 30, at 22:25 on the 11th kilometer of the Kamensk-Uralsky - Klevakinskoye road in the territory of Kamensk-Uralsky.
As preliminarily established by the traffic police, the 17-year-old driver of the ATAKI EC 250 cross motorcycle, moving from the village of Klevakinskoye, did not occupy the extreme left position on the roadway before making a left turn and collided with an oncoming Kaiyi car driven by a 61-year-old man.
The teenager, a resident of the village of Cheremkhovo, obviously does not have a driver's license. The motorcycle belongs to his mother.
As a result of the accident, the 14-year-old motorcycle passenger was taken by an ambulance to the Kamensk-Uralsky hospital, where she was hospitalized in the intensive care unit.
The girl was not wearing a helmet at the time of the accident.
This vehicle is considered sports equipment, is not subject to state registration, and is not intended for use on public roads. Moreover, operating a motorcycle requires a category "A" driver's license and special skills.
"Parents are strongly advised not to give motorcycles to children who have not undergone training and have not obtained a driver's license," reminds the regional traffic police.
A protocol has been drawn up against the mother of the underage driver under part 3 of article 12.7 of the Administrative Offenses Code of the Russian Federation (transfer of control of a vehicle to a person who is known not to have the right to drive), and a report has also been registered to initiate a criminal case under part 1 of article 151.2 of the Criminal Code of the Russian Federation (involvement of a minor in actions that pose a danger to life).
A report has been registered against the parents of the underage passenger under article 5.35 of the Administrative Offenses Code of the Russian Federation (failure of parents to fulfill their duties for the maintenance and upbringing of minors).
Determinations have been made regarding the young driver to initiate administrative offense cases under article 12.6 of the Administrative Offenses Code of the Russian Federation (violation of helmet use rules), under part 1 of article 12.7 of the Administrative Offenses Code of the Russian Federation (operating a vehicle by a driver without the right to drive), as well as under part 2 of article 12.24 of the Administrative Offenses Code of the Russian Federation (violation of traffic rules resulting in harm to the health of the victim).
A ruling has been issued against the car driver under part 2 of article 12.37 of the Administrative Offenses Code of the Russian Federation (insurance violations).
An investigation into the traffic accident is ongoing.
