In Pervouralsk on Friday, September 5, the former director of the local "Vodokanal," Artur Guzairov, was sentenced. Among the charges brought against him was negligence that left Pervouralsk residents without water for a week in 2023.
According to the investigation, the defendant Artur Guzairov, having held the position of director of the municipal unitary enterprise (PPMUP "Vodokanal") since November 2021, after the commissioning of the drinking water treatment station of the Verkhne-Shaytansky Reservoir failed to ensure a proper process for treating the water supplied to consumers. As a result, from July to September 2023 residents of Pervouralsk were supplied with drinking water that did not meet hygienic standards.
He also did not organize the technical inspection (required by law) and repair of the Nizhne-Serginsky pipeline, as a result of whose wear and tear the supply of cold water to the city’s population was suspended from December 1 to 6, 2023.
In addition, the convicted man did not ensure the carrying out of technical inspection and repair of the sewage networks, as a result of which from January 2022 to February 2024 the basements of 24 apartment buildings were flooded.
Exceeding his official powers, the former director of PPMUP "Vodokanal" falsified evidence in a civil case, which led to a decision to deny Rosprirodnadzor’s claims against PPMUP "Vodokanal" for compensation for damage caused by pollution of the Chusovaya River in the amount of over 2.2 million rubles.
The defendant was found guilty under part 1 of Article 293 of the Criminal Code of the Russian Federation (negligence), subparagraphs "v" and "e" of part 3 of Article 286 of the Criminal Code of the Russian Federation (exceeding official powers, causing grave consequences), and part 3 of Article 303 of the Criminal Code of the Russian Federation (falsification of evidence in a civil case by a person participating in the case, which led to grave consequences).
The court sentenced Artur Guzairov to 3.5 years in a general-regime penal colony, with disqualification from holding municipal service positions for 2.5 years.
It should be noted that exactly one year ago in Pervouralsk the court sentenced the acting director of PPMUP "Vodokanal," Sergey Matafonov, who replaced Artur Guzairov and managed the enterprise for only a week. Accused of receiving a bribe, abuse of official powers and fraud, the court sentenced him to 4 years in a strict-regime penal colony and a fine of 1.5 million rubles.
