
Fine for driving without OSAGO. When will they start fining drivers via cameras and how many times a day?
By order of the head of state, fines for driving a vehicle without an OSAGO policy (Article 12.37 of the Code of Administrative Offenses), as recorded by traffic cameras, are to be sent to Russians from November 1, 2025.
But, as it turned out, such a mechanism will not be able to fully operate by that date. This is due to organizational issues — the Ministry of Internal Affairs needs time to get its database running, and the software of the "Pautina" system also needs to be modernized.
In addition, a bill to limit the number of fines for not having an OSAGO policy is under consideration in the State Duma. It proposes that if a violation is recorded by cameras two or more times within a 24-hour period, the vehicle owner will receive only one fine during that period.
Experts say that fining drivers for driving without OSAGO, as recorded by traffic cameras, will not begin earlier than autumn 2026.
Recall that at the moment the fine for driving without OSAGO is 800 rubles, and for a repeat offense — from 3,000 to 5,000 rubles.
According to estimates by the Russian Association of Motor Insurers, 7–10% of vehicle owners in Russia still drive without a policy.
