The Central Court of Chelyabinsk yesterday extended the detention of former Sverdlovsk deputy governor Oleg Chemezov, who is accused of large-scale fraud. His defense lawyer from a well-known Yekaterinburg law firm did not attend the hearing, media report.
The defendant is being represented by a court-appointed lawyer because the investigation was unable to contact Chemezov’s lawyer, Maria Kirilova, the EAN agency reports.
Kirilova told KP-Yekaterinburg that during his time in custody her client’s health had deteriorated significantly and he had suffered an attack of acute pancreatitis, the SVET Yekaterinburg Telegram channel wrote in early November. The food and meal regimen in the pretrial detention center, she explained, are unsuitable for Chemezov because of gastrointestinal illnesses.
According to the decision of the Central District Court, the former high-ranking official will remain in pretrial detention until 15 February 2026.
As an EAN source familiar with the situation explained, by law a lawyer may be replaced no later than five days after being summoned, but this requirement was not observed. An appeal will likely follow, the EAN interlocutor suggested.
The day before, the Verkh-Isetsky District Court of Yekaterinburg also ordered the detention of the chair of the board of directors of “STS Corporation,” Tatyana Chernykh; the former head of JSC “United Heat Supply Company” (OTSK, a subsidiary of “Oblkommunenergo”), Anton Bolikov; and businessman and former co-owner of “Oblkommunenergo,” Alexey Bobrov, to be extended until 15 February.
Earlier, on 10 October, the Leninsky District Court of Yekaterinburg, at the suit of the Prosecutor General’s Office of the Russian Federation, seized and transferred to state ownership part of the assets (around 40 companies, including “Oblkommunenergo”) owned by Alexey Bobrov and Artem Bikov.
At the end of October the Prosecutor General’s Office filed a second suit with the Leninsky District Court of Yekaterinburg asking that the shares of a number of other companies, whose beneficiaries are Bobrov and Bikov, be transferred to state ownership. As in the previous suit, the defendants include Artem Bikov, Alexey Bobrov, Oleg Chemezov, Tatyana Chernykh, as well as the businessmen’s trusted associates. According to the supervisory agency, all the property was acquired by the businessmen through corrupt connections, Kommersant-Ural writes.
In addition, the agency is asking that the property and funds of Artem Bikov be frozen.
