The rules for financing elevator repairs in apartment buildings are changing in the Sverdlovsk region. The regional Duma has adopted amendments to the regional law on major repairs, according to which elevator repairs will be paid for by the residents.
According to the changes, which will come into effect on September 1, 2026, the repair and modernization of elevators have been excluded from the list of major repair works. From the major repair funds, only a new elevator can be installed.
Replacing cables, motors, control boards, and other components will fall under the category of maintenance and will be paid for by the owners under the "housing maintenance" item in monthly bills. For this, the owners of apartment buildings will need to hold a general meeting and agree on an increase in the housing maintenance fee based on the amount necessary for the work.
As explained to E1.RU by the deputy of the Sverdlovsk Regional Duma, Alexey Svalov, the deputies have brought the regional law on major repairs in line with the Housing Code of the Russian Federation. The management companies say that they are already repairing elevators in buildings at the expense of the owners.
