The premises must be equipped with seating areas, toilets, a supply of technical water, and, if possible, access to drinking water. Functional ventilation and lighting are also mandatory, and the shelters themselves must be kept clean and dry.

      Responsibility for the readiness and maintenance of such premises lies with the owners. They are required to clear the shelters of unnecessary property, ensure access to them, and inform residents about the location of the premises and keys.
