May 28, 2026 A court in Verkhoturye released the former director of the Institute (Department) of Physical Culture, Sports, and Youth Policy of UrFU, Yevgeny Shurmanov, from prison. He had four years left to serve, reports "FederalPress" citing the registry of the Verkhoturye District Court.
The former director of the Department of Physical Culture, Sports, and Youth Policy of UrFU, who also served as president of the regional Rugby Federation, Yevgeny Shurmanov, was detained by FSB officers in June 2022. He was accused of two episodes of fraud on a particularly large scale, using his official position (Part 4 of Article 159 of the Criminal Code of the Russian Federation), including with funds from the Fund for Supporting High Achievement Sports.
According to the investigation, in 2020 he inflated expenses for the food and accommodation of students at the Federation's sports competitions. Additionally, in early 2021, the accused submitted an application to the Fund for targeted contributions for the development of physical culture and sports, reports "FederalPress."
Thus, Shurmanov illegally received 12.8 million rubles from the budget. Later, the court ordered him to repay this amount. The official was also stripped of his title of Master of Sports of Russia in boxing.
In the fall of 2024, the Verkh-Isetsky District Court of Yekaterinburg sentenced Shurmanov to 9 years in a general regime colony and a fine of one million rubles. The accused did not admit his guilt, reported "FederalPress."
As part of the time served, Shurmanov was credited with the time spent in a pre-trial detention center. The remaining punishment was replaced with restrictions on freedom.
The convicted person will be able to live at home under certain conditions: he is prohibited from leaving the house at night, he must report to an inspector twice a month, and he must also inform him of any change of address (if it occurs).
According to the data from the registry of cases of the Verkhoturye District Court, Shurmanov submitted a petition for early release last fall, but the proceedings on this matter were terminated. He then filed two petitions at once - for a change of the type of correctional institution and for a change of punishment. The latter was granted by the court.
