The submission of applications for admission to graduate school through the university's information systems will be abolished starting in 2026," the Ministry of Education and Science stated.
The targeted quota from 2026 will be established with the indication of specific customers for education, organizations, forms of education, educational programs, and the number of places, meaning it will be fully detailed. The targeted place will be assigned to a specific customer.
In other respects, the rules for admission to graduate school, deadlines for admission and enrollment remain unchanged.
The ministry added that the total number of graduate students has increased by 44% over five years - from 87,750 in 2020 to 126,200 in 2025. Of these, 98% were studying full-time. According to "Vedomosti," there are currently an average of 86 graduate students for every 100,000 Russians.
Graduate school is the third level of higher education (after bachelor's or master's degrees - note from Uralweb.ru) and the first stage in the training of future scientists and educators. Its main goal is to conduct independent scientific research and prepare for the defense of a candidate dissertation.
