In Yekaterinburg, a sentence was handed down to the former leadership of the detention center No. 1 for the escape of inmates.
The Verkh-Isetsky District Court of Yekaterinburg on Monday, June 1, issued a verdict regarding the former heads of the Investigative Isolation Facility No. 1 of the Federal Penitentiary Service for the Sverdlovsk Region, who allowed the escape of two convicted individuals under the terrorism article on September 1, 2025.
The defendants were former head of the Federal State Institution "Investigative Isolation Facility No. 1" Alexey Kiselev, his deputy Andrey Kwon, and the head of the duty service department of the Federal State Institution "SIZO No. 1" Andrey Zatsepin. They were charged under part 1 of article 293 of the Criminal Code of the Russian Federation ("Negligence").
The basis for initiating a criminal case against the employees of the isolation facility was the escape of two prisoners convicted of terrorism (a verdict in their escape case was issued in May), which occurred on September 1, 2025.
All three fully admitted their guilt and requested that the criminal case be considered in a special manner (without conducting a judicial investigation).
The Verkh-Isetsky District Court found Kiselev, Zatsepin, and Kwon guilty and imposed fines as punishment: Zatsepin - 90 thousand rubles, Kiselev and Kwon - 80 thousand rubles each. The verdict will enter into legal force in 15 days if not appealed by the parties.
In September of last year, the media reported that Colonel of the Internal Service Alexey Kiselev resigned after the escape of the convicts.
