Yekaterinburg homeowners' associations are outraged by yet another plan to save "Russian Post."
The chairpersons of the homeowners' associations in Yekaterinburg are dissatisfied with the new plan to rescue "Russian Post." The thing is that this is planned to be done with the help of, among other things, utility bill receipts. Earlier, media reported that starting from September 1, 2026, the procedure for delivering payment documents for utility services in Russia will change. Thus, paper receipts will cease to arrive—replaced by electronic payment documents in the personal account on the "Gosuslugi" portal.
Meanwhile, "Russian Post" will have exclusive access to mailboxes in apartment buildings, while outside organizations will be able to use them with the permission of the residents. Bill No. 1254384-8 has already been adopted in the first reading. Its goal is the financial recovery of "Russian Post" and the transition of utility payments to a digital format.
Sergey Kolunov, deputy chair of the State Duma committee on construction and housing and communal services, clarified that payment documents can be placed in the system by management companies, homeowners' associations, housing cooperatives, utility service providers, and others. To work with the system and upload documents to "Gosuslugi," they will have to sign a contract with its operator.
Paper bills for utility services will remain for several categories:
- specific categories, the list of which will be determined by the government of the Russian Federation;
- citizens who refuse the electronic format—this is enough to deactivate the corresponding option in the profile settings on "Gosuslugi" or submit a written application to the management organization;
- citizens who do not have a verified account on "Gosuslugi."
The new system will fully operate from September 1, 2027. Currently, it is being launched in test mode.
