Parking payment rules in Yekaterinburg will be changed to benefit car owners.

By the end of this year motorists in the Ural capital will have the option to pay up to 24 hours after parking in paid parking areas. This was reported at a meeting of the Yekaterinburg City Duma’s municipal services commission, which was attended by the head of the mayor’s transport committee.

The commission chair, Alexander Kolesnikov, drew attention to the need to expand parking space. According to the deputy, there is a particular shortage of parking spots in the city center.

Deputy Timofey Zhukov asked that the possibility of introducing a reduced tariff be considered for those who leave their car in a paid parking spot near their workplace.

His colleague Mikhail Vechkenzin called for stepped-up efforts to hold accountable vehicle owners who cover their license plates on their cars to avoid paying for parking.

In turn, the director of the Department of Transport and Road Infrastructure Development of the Yekaterinburg administration, Igor Oshchepkov, told commission members that in 2026 it is planned to introduce a special procedure for residents’ use of paid parking spaces in remote areas and to provide benefits for certain categories of residents.

According to Igor Oshchepkov, these proposals have already been sent to the Ministry of Digital Development of Russia so that ministry staff can provide technical support. Implementing this initiative requires the ability to submit an application through the Gosuslugi portal and to process citizens’ personal data.

By the end of 2025 a post-payment system — allowing payment for parking within 24 hours — will be launched at paid parking areas. The mayor’s office believes this will not only make parking more convenient for motorists but will also help reduce the number of fines for unpaid parking, reports KP‑Yekaterinburg.
