A criminal case has been opened over an accident at a boiler house in Serov.

In Serov, a criminal case has been opened after the emergency shutdown of one of the boilers at the local boiler house. This was reported on Friday by the Prosecutor’s Office of the Sverdlovsk Region.

Due to a drop in the temperature of the heat carrier in a number of houses, the Serov City Prosecutor’s Office continues oversight measures aimed at restoring citizens’ rights to uninterrupted heat supply, the supervisory authority said.

Investigative authorities have opened a criminal case under Part 1 of Article 238 of the Criminal Code of the Russian Federation (provision of services that do not meet the safety requirements for the life and health of consumers). The investigation is under the supervision of the prosecutor’s office.

According to available information, on Wednesday, December 24 at around 22:40, an automation failure caused the shutdown of Boiler No. 1 at Boiler House No. 1, which is operated by LLC "Vertical." As a result of the shutdown of one boiler, the temperature of the heat carrier in the heating system fell in 338 residential buildings (home to more than 16,800 residents), as well as in a number of social facilities. The heat-supplying organization carried out repair work; at around 01:30 on Friday, December 26, Boiler No. 1 was brought back into operation and the heating system was being warmed up.

Prosecutor’s office staff, having travelled to the site of the work, heard from representatives of the heat-supplying organization. Due to the violation of citizens’ rights to uninterrupted heat supply, the head of LLC "Vertical" was issued a formal instruction to remedy the violations of the law. Due to the improper organization of heat supply to the population by the administration of the Serov Municipal District, the prosecutor’s office issued a warning to the head of the municipality.

The supervisory authority continues its inspection activities, during which it will assess compliance with legislation on the uninterrupted provision of communal utilities to citizens.
